As part of the demonstration tour in Southeast Asia, on November 16, Russian Helicopters (part of Rostec State Corporation) presented the Mi-171A2 and Ansat helicopters in Hanoi (Vietnam). Demonstration flights of these machines took place at Gia Lam Airport.
The event was attended by key Vietnamese helicopter operators. As part of the presentation, the main competitive advantages of the Mi-171A2 and Ansat helicopters, the system of their after-sales service, as well as financial instruments for the purchase of Russian machines were presented to them.
"Currently, Vietnam has over 80 helicopters made in Russia. However, most of them are military. One of the main goals of our event in Hanoi is to present the latest civilian models that will be sought after in Vietnam in the coming years. The civilian helicopters market in Southeast Asia has demonstrated steady growth in recent years, and this is a great opportunity for us to expand our presence there," said Russian Helicopters CEO Andrey Boginsky.
Ansat is a light multipurpose twin-engine helicopter, serial production of which is deployed at the Kazan Helicopter plant. According to the helicopter certificate, its design allows converting it into a cargo version or into a passenger rotorcraft that can lift up to seven people. Ansat is certified for use in the temperatures ranging between -45°С and +50°С.
Mi-171A2 is the latest modification of the Mi-8/17 military transport helicopter. The helicopter has VK-2500PS-03 engines with a digital control system, and a more efficient X-shaped tail rotor and a new main rotor with all-composite blades with the improved airfoil shape. Cruise and maximum speed of Mi-171A2 have increased by 10% compared to series-produced Mi-8/17 helicopters, while load-bearing capacity has increased by 25%. The modern digital avionics set KBO-17 ("glass cabin") in the Mi-171A2 helicopter allowed the company to reduce the crew to two people. The helicopter carries passengers and is offered in the transport, passenger and VIP versions.

Les douaniers de Nogent-sur-Oise saisissent 153 kilos de cocaïne
Le mercredi 24 octobre dernier, les agents de la brigade de surveillance intérieure (BSI) des douanes de Nogent-sur-Oise, positionnés à la barrière de péage de Chamant sur l'autoroute A1, sélectionnent parmi l’important flot de véhicules un ensemble routier frigorifique immatriculé en Slovénie.
Dès le début du contrôle, le chien anti-stupéfiants des douanes qui accompagne les agents manifeste un vif intérêt lors de son passage à proximité de certaines parties du véhicule. Compte tenu du comportement du chien, les douaniers décident alors d'entamer un contrôle approfondi de la remorque.
Lors de la visite de la remorque le chien marque l’arrêt devant une palette située au fond de la remorque. La fouille de celle-ci permet la découverte d’une grande quantité de pains de cocaïne dissimulée au milieu des cartons de céramiques.
Au total, les douaniers de Nogent-sur-Oise découvrent 153 kg de cocaïne conditionnés sous forme de pains. Cette saisie représente une valeur de plus de 13 millions d’euros sur le marché de revente illicite des stupéfiants.
A l’issue du contrôle le chauffeur de nationalité serbe a été remis à la police judiciaire de Creil.
En 2017 les douanes françaises ont saisi plus de 9 tonnes de cocaïne sur le territoire national.
Les services douaniers de Roissy saisissent
21 600 timbres contrefaisants
Le 2 octobre dernier, les agents du bureau de douane de Roissy Fret sélectionnent, parmi les nombreux colis expédiés via fret express, une déclaration en provenance de Hong-Kong. Après l’analyse des informations communiquées par l’expéditeur, les douaniers décident alors de réaliser un contrôle physique de la marchandise déclarée comme étant des logos destinés à être livrés chez un particulier en Île-de-France.
Après avoir procédé à l’ouverture du colis, les douaniers constatent la présence de 9 600 timbres rouges Marianne estampillés « LETTRE PRIORITAIRE FRANCE ». Les timbres supposés être contrefaisants sont alors mis en retenue par le service. La société La Poste, titulaire de droit des timbres, est parallèlement informée de cette constatation et confirme qu’il s’agit de faux timbres. Ceux-ci font alors l'objet d'une procédure de destruction simplifiée.
Le 19 octobre 2018, le bureau de douane de Roissy Fret réalise une nouvelle saisie de 12 000 timbres rouges Marianne sur la même provenance. Le titulaire de droit a conclu au caractère contrefaisant de la marchandise et a de nouveau sollicité la procédure de destruction simplifiée.
Au total, les douaniers de Roissy saisissent 21 600 timbres contrefaisants en provenance de Hong-Kong. La valeur de cette saisie s’élève à plus de 20 500 euros.
Florence Parly remet le prix des achats innovants 2018
Florence Parly, ministre des Armées, a remis aujourd’hui, à l’occasion du Forum des achats publics organisé par le Conseil national des achats (CNA), le prix des achats innovants 2018.

Le prix est attribué au projet « La clause du blessé », proposé par le Service parisien de soutien de l’administration centrale (SPAC), en collaboration avec l’Agence de reconversion de la Défense (ARD).
Il s’agit, par ce projet, de tirer parti des nouvelles opportunités des codes du travail, des marchés et de la défense pour favoriser la réinsertion des blessés. Cette clause demande aux entreprises d’accueillir en stage un blessé s’inscrivant dans le processus large de réalisation du marché. Le stage permet au blessé de découvrir un métier ou secteur d’activité, de confirmer un projet professionnel ou d’initier une démarche de recrutement. La clause est aujourd’hui opérationnelle et mise en œuvre dans un accord cadre d’achats de conseil avec un marché subséquent qui concerne un premier blessé.
Florence Parly a profité de ce forum pour rappeler son attachement à la fonction Achat, centrale pour le bon fonctionnement du ministère. Le ministère des Armées, premier ministère à avoir reçu le label « Relation Fournisseur et Achats responsables » et détenteur du « prix des délais de paiement » place, en effet, l’efficacité et le respect des fournisseurs, en particulier des PME et ETI, au centre de son action. Le ministère a ainsi divisé par deux ses délais de paiement sur 5 ans et la ministre des Armées avait lancé en mars 2018 « SI Alpha », programme de numérisation de la fonction Achats.
La ministre des Armées a souhaité, à l’occasion du Forum, mettre un accent particulier sur la promotion de l’innovation, facteur décisif pour la sécurité et la compétitivité, qui s'inscrit au centre de l’action du ministère. De nombreuses innovations ayant amélioré l'environnement de la défense au cours des dernières années relèvent aussi de l’administration et des soutiens, notamment dans le domaine des achats.
L’achat innovant est, en effet, considéré comme un des axes de performance des achats de l’État auquel chaque service acheteur doit répondre par ses initiatives.

The two companies will establish this entity in Switzerland, under a joint team comprised of professionals from both companies who have already begun to work in collaboration.
The JVC will enable the companies to synergize and leverage their respective competences and serve as a national Communication and System Competence Center of Excellence. The Competence Center will cater to the needs and requirements of the Swiss Federal Department of Defence, Civil Protection and Sport (DDPS). Furthermore, it will act as a knowledge center to support the companies’ joint efforts with regard to a DDPS’ communication program of the Ministry of Defense of Switzerland (Swiss MOD) and other joint endeavors in the future.
